Google Inc. faced fresh scrutiny of its privacy practices Tuesday, with police in South Korea raiding the Internet giant's offices there and German officials criticizing the company's plan to roll out its mapping service in 20 cities.

The National Police Agency in South Korea said it is investigating whether the Mountain View, Calif., company collected and stored private information illegally while it prepared for the launch of its Street View mapping service, which provides panoramic views of streets for Internet users.

Regulators in several countries, including Germany, Italy, Australia and the U.S., are investigating whether privacy laws were broken when Google's Street View vehicles collected personal data of unsuspecting Internet users from Wi-Fi wireless networks. Google has said the data collection was inadvertent.

'We began the probe after having confirmed that the company seized and kept open data as well as unauthorized private communication data collected by its special data-collecting vehicles,' the South Korean police agency said in a statement.

Open data refers to information such as businesses' street addresses that can be kept and stored legally under Korean law.

'We can confirm that the police have visited Google Korea in conjunction with their investigation around data collection by Street View cars. We will cooperate with the investigation and answer any questions they have,' said Lois Kim, a Google spokeswoman.

The raid doesn't necessarily mean the Internet-search giant will face charges. Such raids are common in South Korea as part of initialinvestigations that often fail to go much further.

Still, the raid will likely keep a spotlight on Street View.

A number of U.S. states have joined in on an investigation of whether privacy laws were broken when Google's Street View vehicles collected personal data of unsuspecting Internet users.

Authorities in the Italy, Spain, Germany and Australia are investigating the service.

Meanwhile, Google said Tuesday it plans to introduce Street View for 20 of Germany's largest cities, including Berlin, Munich and Frankfurt, by the end of the year. The announcement drew criticism from German officials, who were among the first to raise privacy concerns about the service.

The company is seeking to address Germans' worries by allowing people to request that photos of their residences not be included on Street View. Google said that service would be offered in addition to standard procedures obscuring faces and vehicle-license plates in pictures incorporated into the program.

Ilse Aigner, Germany's consumer-protection minister, said Tuesday that she is concerned Google won't give people enough time to request that street-level pictures of their homes be removed before Street View goes online.

'It's critical for me that as promised all the dissents that are filed are acted upon,' Ms. Aigner said in a statement. Consumer-protection groups are broadly skeptical of Google's plans as well.

In the 20 cities, German users have until mid-September to request that the images of their homes be blurred, and therefore made unrecognizable, said Lena Wagner, a Google spokeswoman.
