A potentially decisive month for the Affordable Care Act is beginning, with the Obama administration racing to meet its target of getting its health-insurance website functioning normally by the end of November.

Coming by mid-month is the administration's first estimate of how many people have signed up for coverage through the federal exchange, which serves consumers in 36 states that declined to run their own health-insurance exchanges. A top White House adviser, Dan Pfeiffer, said Sunday the initial numbers won't be 'what we want them to be,' but he said the program would soon get up to speed.

Some Democrats and Republicans expressed amazement on Sunday at how poorly the health care law's rollout had gone. Sen. Dianne Feinstein (D., Calif.) said on CBS's 'Face the Nation' that she had asked White House chief of staff Denis McDonough to take the entire HealthCare.gov website down until all the fixes were completed.
